RECOMMENDATION FOR ADULT AND JUVENILE DIVERSION PROVIDERS

 

A total of nine vendors submitted proposals for review for adult diversion services and fifteen vendors submitted proposals for review for juvenile diversion services. 

 The proposals were reviewed by a panel consisting of representatives from the County Attorney’s Office, Hennepin County Community Corrections, and the community.  Additionally, the County Attorney’s Office engaged experienced staff from Hennepin County Human Services and Public Health Department to separately review the financial feasibility of the proposals.  All proposals were evaluated using established scoring guidelines and criteria identified in the RFPs.  Following the review panel’s recommendations, the County Attorney’s Office concurs that Hennepin County enter into contracts with the following vendors:

  •  Operation de Novo, Inc. for adult diversion services for the period July 1, 2011 to June 30, 2012
  •  The Storefront Group for juvenile diversion services for the period July 1, 2011 to June 30, 2012

 Subject to negotiation, review and approval as well as authorization from the Hennepin County Board of Commissioners, the County Attorney’s Office will execute individual contracts with Operation de Novo, Inc. and the Storefront Group for adult and juvenile diversion services.

Potential providers of services are sometimes best identified with a Request for Proposal. The process begins with the publication of a document by the Hennepin County Attorney’s Office specifying the types of services and conditions under which Hennepin County wishes to contract. It calls for letters of interest/proposals for service delivery, which may result in a selection of a single or multiple providers, depending on the County’s needs. Adult Pretrial Diversion Services RFP

The Hennepin County Attorney’s Office, Community Prosecution Division is requesting proposals from qualified providers to develop and operate a pretrial diversion program for first time felony adult controlled substance and property offenders and/or monitor cases in which the only service would be processing and monitoring referrals to restorative justice agencies and/or collecting, distributing and monitoring restitution.

The Hennepin County Attorney’s Office, Juvenile Prosecution Division is requesting proposals from qualified providers to develop a pre-charging juvenile diversion program that works with first time non-dangerous juvenile offenders with the objective of holding youth accountable while successfully avoiding involvement in the juvenile justice system and increasing odds of longer term success.

The Contracting Process

After a provider is selected for a contract via an RFP, they will be required to complete further detailed information, which will facilitate the Department’s actions to initiate the contract through the Contract Management Area.

The County Attorney’s Office will use this information to work with the Contract Management Area as part of the internal contract initiation and completion process.

Timelines will be based upon coordination between the provider and Hennepin County staff regarding contracting requirements completion. If awarded a contract, the provider is responsible to deliver the product or service as required. No product or service should be delivered before the contract is signed by the Hennepin County Board of Commissioners.
