Shakopee man charged in Lake Street hit-and-run

The Hennepin County Attorney’s Office charged Kaleb Joseph Conway Thursday with two crimes in a hit-and-run accident on Lake Street.

Conway, 26, of Shakopee, was arrested early Monday morning minutes after his car was seen fleeing the area where a pedestrian was struck. The victim, Luis Cruz-Guzman, remains in the hospital and is suffering from a skull fracture and severe brain injury, according to the criminal complaint.
 
Conway was charged with criminal vehicular operation, leaving the scene after causing great bodily harm and second-degree driving while impaired, refusal to submit to chemical testing. He is expected to make his first court appearance Friday afternoon.
 
According to witnesses, Conway had four alcoholic drinks at Merlin’s Rest Pub, 3601 E. Lake St., and left with a friend to get something to eat.  They passed the restaurant where they wanted to stop, so Conway made a U-turn with the car, the criminal complaint states.

In the area of 2726 E. Lake St., Conway’s car struck Cruz-Guzman as he was crossing Lake Street. An off-duty Minneapolis police officer heard the noise from the collision, saw the car taking off with a man lying in the street and gave chase. Conway pulled over several blocks later, according to the criminal complaint.
 
Conway refused to take a urine or blood test for alcohol, so a search warrant was obtained and blood was taken, although the results of that test have not been returned to police.
