Murder charges filed against gang member who killed two innocent bystanders

The Hennepin County Attorney’s Office Wednesday charged a Bloomington man with eight crimes, including murder, in the shooting death of two men in Peavey Park last month.

Antonio Frasion Jenkins, Jr., 23, was charged with four counts of second-degree murder and four counts of attempted second-degree murder. Half of those counts were for committing the crime as part of or on behalf of a gang.

The criminal charges came one day after an indictment of seven men by a federal grand jury for shootings, some fatal, as part of a gang war in South Minneapolis involving the 10z and 20z gangs. Some of the shootings mentioned in the indictment put innocent people in the crossfire. This shooting followed that pattern, because the victims were not members of the gang and were not the intended targets.

According to the criminal complaint against Jenkins, police received calls of numerous gunshots just after 10:20 p.m. on July 25. When they arrived at Franklin Avenue East and Chicago Avenue South, they found Abdirahman A. Jined, 24, and Jorge U. Zavaleta-Martinez, 20, bleeding severely from gunshot wounds. Both men died within 48 hours of the shooting.

About five men, who were members of the 10z gang, had gathered in the Peace Garden area of Peavey Park. Jined and Zavaleta-Martinez were standing near those men when two men approached. One of the men pulled a gun and shot five to seven times. During the gunfire, the victims ran toward Franklin Avenue. Also during the shooting, someone yelled that the shooter was Popeye, the complaint states.

Police learned that Jenkins goes by the street name Popeye. They also learned that he is a member of the 30z street gang, a rival to the 10z, and he had been in disputes with members of 10z, according to the complaint.

Jenkins is scheduled to make his first court appearance Thursday afternoon and the Hennepin County Attorney’s Office is asking for bail of $2.5 million.
