Man charged in fatal Minneapolis car crash

A 28-year-old Minneapolis man was charged with criminal vehicular homicide for killing a woman when he smashed into her vehicle while driving at a rate well above the speed limit on a residential street, Hennepin County Attorney Mike Freeman announced Tuesday.

Regis Latodd Welsh was charged with one count of criminal vehicular homicide-operating the vehicle with negligence while under the influence, in the death Friday evening of 55-year-old Lisa Esping. Welsh remains in the Hennepin County Medical Center and no first appearance has been set.

At about 6:30 p.m. Friday, Esping was in the intersection of 29th and Newton Avenues North when Welsh crashed into her vehicle. A witness told police that Welsh was traveling well above the speed limit when he hit Esping’s vehicle so hard it went airborne and smashed into a tree, according to the criminal complaint.

Welsh got out of his vehicle and fled on foot, but while police were speaking to witnesses, he returned and was arrested. Officers noted that he smelled of alcohol and his speech was slurred. He was taken to the medical center for treatment of his injuries and a search warrant was obtained to draw a blood sample, the complaint states.
