Osseo man charged with vehicle homicide in crash that killed two


An Osseo man was charged with criminal vehicular homicide in the wrong-way crash on Interstate 94 that killed two people, Hennepin County Attorney Mike Freeman announced Thursday.

Quoc Thanh Tran, 26, was charged with two counts of criminal vehicular homicide-operating a motor vehicle in a grossly negligent manner. He is scheduled to make his first court appearance Friday afternoon.

According to the criminal complaint, 18-year-old Diana Rojas Martinez was driving a Toyota Camry eastbound on Interstate 94, just south of Lowry Avenue in Minneapolis about 1:35 a.m. Sept. 26. Tran was driving westbound in the eastbound lane in his BMW 535 when he collided head on with the Camry.

Martinez and Christopher Bunay, 19, a passenger in her car, were pronounced dead at the scene. Tran was taken to the emergency room. Police noticed the odor of alcohol on him and his eyes were extremely bloodshot, the complaint states.

A sample of his blood was taken and the results are still pending. Video from traffic cameras show Tran’s BMW traveling the wrong way on North Fourth Street from First Avenue North at 1:30 a.m. and then going the wrong way on Interstate 94, according to the complaint.
