Officer Noor charged in fatal shooting of Justine Damond Ruszczyk

Hennepin County Attorney Mike Freeman announced today that a warrant for the arrest of Minneapolis Police Officer Mohamed Noor was executed and that Noor was arrested.

The criminal complaint is now public and it charges Noor, 32, of New Hope, with one count of third-degree murder and one count of second-degree manslaughter in the shooting death of Justine Damond Ruszczyk.

In making the announcement, Freeman thanked the law enforcement investigators and a Hennepin County District Court Grand Jury for their hard work in gathering the evidence. As a result, prosecutors now have a nearly second-by-second account of what happened the night of July 15, 2017. Prosecutors also have a detailed understanding of the training Officer Noor and his partner, Officer Matthew Harrity, received before being hired by the Minneapolis Police Department.

“In the short time between when Ms. Damond Ruszczyk approached the squad car and the time that he fired the fatal shot, there is no evidence that Officer Noor encountered a threat, appreciated a threat, investigated a threat, or confirmed a threat that justified the decision to use deadly force,” Freeman said.
