Hennepin County Attorney’s Office charges ICE agent with two counts of second-degree assault for February incident on Hwy 62

The timeline to investigate, review, and arrive at a charging decision in this case is shorter than other incidents under investigation due to the State Patrol’s ability to conduct its investigation without obstruction or interference.
Hennepin County Attorney Mary Moriarty announced Thursday that an Immigration and Customs Enforcement (ICE) agent has been charged with two counts of second-degree assault.
There is now an active nationwide warrant for Mr. Morgan’s arrest.
On Feb. 5, 2026, Gregory Donnell Morgan, Jr. brandished and pointed his duty weapon at two individuals while traveling alongside them in a black rental vehicle.
On February 5, Mr. Morgan was driving illegally on the shoulder of eastbound Highway 62 – or the Crosstown – just past the Portland Avenue exit, appearing to attempt to bypass slower traffic. A vehicle driven by the victim briefly moved into the shoulder to slow him down. Mr. Morgan was driving a rented SUV with no markings or other features to indicate that it was an ICE vehicle. After the victim’s vehicle moved back into the legal lane, Mr. Morgan sped up to pull alongside the victim’s vehicle.
Mr. Morgan then visibly slowed his vehicle to match the pace of the victim’s vehicle, opened his window, and pointed his duty weapon directly at both victims in the other vehicle while continuing to drive illegally on the shoulder.
“Today’s charges reflect an important milestone in our efforts to seek accountability for the harms inflicted on community. I drew daily inspiration from the care Minnesotans showed for each other during Metro Surge,” Hennepin County Attorney Mary Moriarty said. “Our work continues on all fronts, from the killings of Ms. Good and Mr. Pretti, to the shooting of Mr. Sosa-Celis, to the incidents being investigated by our Transparency and Accountability Project.
“We will not rest until we get the answers we seek about federal agent conduct across Hennepin County and accountability is delivered wherever appropriate.”
